
Political declaration by the CNRC, the NGBANDISTES and the JUSTICE CONGO GROUP
On the occasion of the recent commemoration of the 76th milestone anniversary of the globally acknowledged Universal Declaration of Human Rigths
Lack of justice is the seed of chaos
On the recent occasion of the 76th anniversary of the Universal Declaration of Human Rights, we, the members of the Congolese resistance and JUSTICE CONGO GROUP united within different movements and particularly within the Conseil national de la Résistance congolaise (CNRC) and the Ngbandistes declare the following;
I. As far as the international community is concerned :
a) A diagnosis that is tainted with bias and solutions that prove to be ineffective:

- Congolese resistance movement and Justice Congo Group condemned the persistent misdiagnosis of the various initiatives aimed (at least officially) at resolving the ongoing crisis in the DR Congo, which has so far resulted in millions of deaths, 7.3 millions of internal displaced people (UN report), millions of women raped and the plundering of our country, DRC natural resources . This recurrent denial casts doubt on the real will of these countries to put an end to the tragedy that the Congolese people are going through. The tendency to conceal the identity and the role of the real protagonists in the aggression and the process the process of occupation and balkanization that has been under process in the DRC for more than 2 decades, and the failure to clearly identify the proxy countries and the sponsor countries or lobbies that benefit from the chaos in the DRC, is one of the main causes of what can be seen as the failure of the solutions put in place to date.
Although the process in place of exterminating the Congolese people in order to occupy and balkanize their territory has been sufficiently documented to date, Congolese resistance movement and Justice Congo Group condemn the headlong rush of most member countries of the international community , which are actively denying the real problems in the DR Congo. Number of UN report, including the Mapping Report, and other NGOs, international organizations such as as Refugees International, Human Right Watch, Justice Congo Group and Amnesty International , etc have sufficiently described the way in which the indigenous Congolese populations aer sytematically decimated, regardless of the forces involved.
Amnesty International, revealing the true objective of those who are pulling the strings behind the chaos in the DRC. The book “Crimes organisés en Afrique centrale : Enquête sur les réseaux rwandais » (Organized crime in Central Africa : Investigation into Rwandan networks) published by Mr Honoré Ngbanda in 2004, contested by no-one to this day , and packed with reference documents , highlghts the process of occupation and balkanization of DRC.
The Congolese resistance movement and Justice Congo Group therefore believe that, in view of the financial resources available, the plethora of experts deployed around the world , the cost in human lives and the length of this conflict despite all this deployment , it would be logical to question the biased diagnosis and the ineffective solutions that result from it .

• 1The Democratic Republic of Congo is an occupied country. All Western countries that experienced the Second World know it was necessary to put an end to the Nazi occupation, the allied forces relied on the resistance movement and not on the traitors who were in collusion with the occupiers.
Congolese resistance movements and Justice Congo Group denounce the lack of application of this same method in the DRCongo, where Félix Tshisekedi ‘s collusion with the Rwandan occupiers led by Paul Kagame , the African Hitler, is now an open secret (see point 3 below).
b) Lack of justice is the seed of chaos:
On the occasion of the 76th anniversary of the Universal Declaration of Human Rights, Congolese resistance movement and Justice Congo Group condemn the level of inhumanity that persist in Democratic Republic of Congo in plain sight. This is reflected, among other things, in the complacency and lack of sanctions by huge number of international organizations (the UN, the European Union, the African Union, the OIF, etc.) or regional organizations (S.A.D.C, E.A.C, C.E.A.C, etc.) towards Rwanda and the Democratic Republic of Congo in particular.) against Rwanda and Uganda in particular , despite the abundant evidence provided by several investigations cited above confirming the involvement of these countries and their various accomplices in the destabilization of the Democratic Republic of Congo through military aggression, war crimes and crimes against humanity. This desire to ignore or silence the suffering of the Congolese is a threat to the stability of this region, because sooner or later the Congolese, in self -defense and victims of an occupying regime, will defend themselves and take jutice into their own hands.
Their reactions will be determined by their perception of their suffering and the level of injustice of which they are victims, and not by the ability/willingness of the international community to recognize their tragedy.
c) Blatant contradictions…
The Congolese resistance movement and Justice Congo Group therefore denounce the many contradictions in the handling of the crisis in the Democratic Republic of Congo, particularly with regard to (for example) on the one hand, the provisions of the Addis Ababa ‘Framework Agreement’, which classifies the M23 militias as ‘forces of evil’ operating in the east of the DRC and which, as a result, on the other hand, the pressure exerted by the same UN and African bodies, just a few months after the Addis Ababa summit, forcing the Kinshasa government to negotiate and sign agreements with the same ‘evil forces’ of the M23;
The flagrant inconsistencies of the representatives of the UN, the European Union and the United States of America in the African Great Lakes region who, on the one hand, use pressure and threats to force the Government of the DRC to negotiate with the forces of evil known as ‘M23’, while on the other hand they justify and support the Government of Rwanda in its arrogance and refusal to enter into dialogue with its own FDLR rebels who have been sowing death and desolation in the DRC for almost two decades.
Worse still in their report dated 15 December 2023, addressed to the President of the Security Council by the UN Group of Experts on the Democratic Republic of Congo , they note that the Rwandan M23 militia is not only supported by elements of the Rwandan army but also by …hundreds of FDR ! They wrote:
(…) ‘According to former M23 combatants and intelligence sources, since the beginning of October 2023, RDF soldiers belonging to five different battalions have been deployed in the territories of Nyiragongo, Rutshuru and Masisi. The RDF and the M23 were supported by several tactical support and reconnaissance teams comprising a total of 250 former FDLR combatants and operating under the command of the Rwandan Defense Intelligence Service (DID)’ end of quote.
d) From Russell Feingold to Nicolas Sarkozy…

The statement made to RFI in 2013 by Russell Feingold, representative of the United States of America in the African Great Lakes Region, to the effect that ‘the return of peace to this region ( editor’s note : the African Great Lakes) inevitably requires a revision of the borders ‘ not only reveals a proven complicity with Rwanda and Uganda in their iniquitous plan to balkanize the DRC , but also contitutes a flagrant violation of UN Resolution1514 (XV) Article 6, which stipulates that:
Any attempt at the partial or total destruction of the national unity and integrity of a country is incompatible with the purposes and principles of the Charter of the United Nations’.
These words are unacceptable to Congolese resistance fighters. Unfortunately echo those of the former French head of state, Nicolas Sarkozy, who in his annual message to the diplomatic corps on Friday 16 January 2009 expressed his concerns about .

‘On the one hand, the future of Rwanda […] a country with dynamic demography and a small surface area and , on the other, “the question of the Democratic Republic of Congo, a country with an immense surface area and a strange organization of border resources”. Although the Democratic Republic of Congo is a member of the OIF, the political narrowness of France and Rwanda, a country that exterminates millions of French speakers, is proof enough of the real crusade being waged by some against the Congolese people and their desire to deny all fundamental principles in order to achieve unavowable objectives .
II. With regard to Rwanda and Ouganda
The Congolese resistance and Justice Congo Group denounces :
- Their manifest desire to balkanize the Democratic Republic of Congo in order to seize the eastern part of its territory by force and trickery; Their proven involvement as the main sponsors of multiple acts of aggression disguised as ‘Congolese rebellions’ , with the sole aim of destabilizing DRC with a view to annexing the eastern part of its territory.

- The organization and planning of the genocide of more than 10 million Congolese, using mass killings of the population, rapes with savage destruction of women’s genital organs and the express and massive transmission of AIDS, with the proven aim of drastically reducing in the short, medium and long term the demographic growth of the Congolese people in this region (Cf Testimony in July 2013 by Yamina Benguigui, French Minister Delegate in charge of the French Abroad and the Francophonie on RFI: expressed her indignation at a press conference about the existence of ‘AIDS carrier squads’ operating in the east of the Democratic Republic of Congo (DRC). https://www.elle.fr/Societe/News/Le-sida-une-arme-de-guerre-en-RDC-2476280 )
- The organization trough a variety of political and military scenarios and with the complicity of certain authorities at the top of the DRC’s institutions, of the mass infiltration of Rwandan populations into destabilized regions of eastern DRC from which the indigenous Congolese who survived the massacres have been driven out , whith the aim of estabilishing a majority in favour of the infiltrated Rwandan populations . Whith the complicit support of the UN, the aim is to eventually claim self -determination for this part of Congolese territory in favor of the Rwandan immigrant -invaders
By way of illustration, the Congolese resistance denounces , among other things , the massive infiltration under way in Bukavu in South Kivu of Rwandan populations in complicity occupation governement presided over by Félix Tshisekedi (The Congolese Pétain) . The congolese governement has allowed these these migrants to settle in the Ruzizi cemetery (see photo), which is just a few metres from the Saio camp, th largest camp in south Kivu . The indigenious Congolese people , already traumatized by the genocide of the congolese in this region , are being forced to desecrate the graves of their families by the presence of their executioners and the families of those executioners who are building cottages and settling there! It’s the height of cynicism and horror! When questioned by the population , soldiers testified that they had informes Kinshasa, which remained silent and did not react.
III. With regard to Félix Tshisekedi and ‘Joseph Kabila’:
The Congolese resistance denounces the presence within the Congolese institutions and the impunity from which Joseph Kabila continues to benefit whereas he is a key element in the process of destabilization of the DRC by Kigali, Kampala and the international lobbies which support them.
a. Joseph Kabila, a Rwandan infiltrator on a mission in the DRC, and Paul Kagame’s other side:

• A scandalous impunity:
Several member countries of the international community have chosen to turn a blind eya to him even though he is the perpretator of numerous crimes in the DR Congo.
Several cases involving him have hit the headlines.These include the Panama Papers, HolUp, etc .,and the cases of Floribert Chebeya , Fidèle Bazana , Rossy Mukendi, Dundu Dia Kongo , Kamwina Nsapu, etc. He is also implicated in the massacres that decimated our population in Tingi-Tingi, the mass graves in Maluku, etc., and the caranage that decimated our soldiers in Pweto , Mushake and elsewhere. Thanks to the protection he enjoys from the current government, the Congolese people are witnessing a real aberration in his case. Having become a ‘senator for life’ in the DR Congo, instead of being brought to justice for his many crimes , he finds himself being paid by his victims Congolese taxpayers.
• Active complicity with Rwanda:
As a Rwandan infiltrator himself, at the top of the DRC’s institutions he ardently supported the iniquitous project of his country of origin (Rwanda aimed at the balkanization of the DRC through:
(a) The systematic destruction of the Congolese army as a means of defending the territorial integrity of the DRC;
(b)The systematic sabotage of FARDC offensives through contradictory open given through contradictory orders given through given to infiltrated Congolese or Rwandan officers in order to halt or disorganize military operations at the front , as confirmed by numerous concordant testimonies fron Congolese generals and officers.
(c) Deliveries or transfers of arms and munitions from the FARDC to enemy forces by organizing ambushes during deliveries,or by transferring arms directly to their country of origin,Rwanda,to equip attacking troops before their;
(d) His felony was also reflected in his ‘private’ and opaque involvement with the countries that attacked the DRC in areas relating to the integrity and sovereignty of the Congolese State without consulting or involving the Congolese Parliament , which on each occasion merely requested the texts of the agreements after the event for its ‘information’!
(e) It enabled Paul Kagame to continue to have at his disposal (through his political party, the many soldiers and members of the security services who remained under his control, etc.) a mechanism enabling him to pursue Kigali’s security or economic objectives in the DRC, and to preserve the interests of the occupiers there.
Paul Kagame and Joseph Kabila are two sides of the same coin. Despite the numerous reports by various NGOs and UN experts, Joseph Kabila and the many Rwandan Tutsi hegemonists who have been active in the Great Lakes region for several decades remain ‘untouchable’ because Paul Kagame remains untouchable in order to continue to serve the interests of the Western lobbies that are profiting from the destabilization of the DRC.
b. Félix Tshisekedi, a collaborator caught between the hammer of the occupiers and the anvil of Congolese people:
• Félix Tshisekedi the Joseph Kabila’s dauphin and Kigali’s pawn:
The Congolese found out the hard way that Félix Tshisekedi was in fact Joseph Kabila’s dauphin’and therefore Kigali’spawn. Joseph Kabila’s accomplice, Corneille Nanga of the AFC/M23 , who was head of the CENI (Independent Electoral Commission) during the 2018 elections, confirmed the existence of an agreement between kabila and Tshisekedi sponsored by African countries (Egypt, South Africa, etc …) something that Congolese resistance movement had already denounced at the time.
Félix Tshisekedi’s duplicity consists in constantly making a pretence of political discourse against the aggressors of the DRC in order to lull the Congolese people to sleep , while at the same time he continues to receive their instructions behind the scenes in order to bring to a successful conclusion the process of occupation and balkanization of the DRC.
He regulates his actions to the benefit of Kigali, depending on the pressure he comes under from both the West and the Congolese people. Particularly the Congolese people. Particularly those in his surroundings (the tribalists) who are keen to perpetuate his power to their advantage at all costs, and at times try to extricate him from the grip of Rwanda and Uganda.
c. Félix Tshisekedi is the guarantor of impunity for all the Kagame boys operating in the DRC:
In more than 5 years at the head of our institutions, Félix Tshisekedi has not launched a single effective judicial initiative against the many pawns of Paul Kagame lurking in Congolese institutions (government, parliament, army , police, Congolese economic fabric, etc …) Under the guise of various movements such as the AFDL, RCD Goma, PPRD, FCC, UNC, Ensemble etc.., several of them have entered the Congolese political arena and are operating from within. But everyone will remember that Tshisekedi had publicly declared that he did not wish to get involved in ‘snooping’ in certain cases, and in the end he himself used the alleged weakness of the Congolese judicial system as a pretext to cover his tracks .
- Still no constitution of the International Criminal Tribunal for the Congo:
Despite the express request of various Congolese movements who have asked Félix Tshisekedi to rapidly constitute an international Criminal Tribunal (ICT) for the Congo in order to punish the many perpetrators of war crimes and crimes against humanitý denounced essentially by the Mapping report, Félix Tshisekedi and his government are absent on this subject .Instead, the Congolese government has preferred to lodge a ridiculous complaint with the EAC, which is controlled by Rwanda. The controversial presence of the DRC on the UN Human Rights Council in recent weeks, control, will once again allow Kigali to sabotage or render meaningless any legal action that the Congolese might initiate.
d. In his deal with Kigali, Félix Tshisekedi, who will do anything to gain power (even still no constitution of the International Criminal Tribunal for the Congo) :
With the presence of the armies of Rwanda in the Kivus, Uganda in Ituri, Zambia in northern Katanga, Angola in Bandundu and the Mbororo nomads pouring into the Equateur provinces and Orientale province in silence from Kinshasa, the DRC has lost its sovereignty and the integrity of its territory. Despite an alleged state of siege, the DRC has lost whole swathes of its territory to the M23 and AFC militias supported by the Rwandan army (RDF), as MONUSCO and the Congolese people themselves have clearly seen.
- Increased insecurity in the east of the DRC:
The state of siege in North Kivu has made it possible to hand over the administration of the region to soldiers infiltrated by Rwanda tor collabos working for them, thus in reality promoting the progress of the occupation while muzzling the population by increasing repression. Aiding and abetting Félix Tshisekedi, the Congolese Parliament is merely ratifying the process by continuing to extend this state of siege to the detriment of the Congolese people.
- Continued infiltration of the Congolese army:
Although Félix Tshisekedi has a list of Rwandan military infiltrators, as some Western security services have confirmed, he continues to protect them rather than remove them.
- Illegal membership of the EAC:
The complicit Congolese parliament is silent on the personal and dangerous initiative taken by Félix Tshisekedi to introduce the DRC into the EAC (East Community Africa), with the sponsorship of Rwanda and at a time when this organization is largely under the influence of Paul Kagame. This dangerous decision is an act of high treason for which he should have been punished.
e. Established chaos, the collapse of the state, increased repression of the Congolese people and Félix Tshisekedi’s attempt to hold on to power at all costs
Congolese resistance fighters denounce and condemn the introduction of tribalism, violence, barbarism, vandalism, terrorism and corruption as a method of managing the Democratic Republic of Congo under Félix Tshisekedi and his supporters.Since he came to the power , his supporters have regularly indulged in grotesque scenes from anaother age , including the ransacking of the Parliament building .
Congolese resistance Movement and Justice Congo Group denounce the desire of the occupation regime presided over by Felix Tshisekedi to restore the death penalty in a country where blunders are commonplace and where biased justice is only used to the detriment of the weakest. While the « kulunas of the street » are stigmatized, our authorities, who could be described as kulunas in ties because of their multiple actions against the Congolese, enjoy unlimited impunity. Those who plunder the country, do not create jobs, maintain insalubrity, work in collusion with the occupiers and act against peace in the DRC are one of the first factors in the increase in delinquency in our ( the ) country. They should be punished more harshly than the kulunas of the street, who are for the most part the result of the collapse of the Congolese state .

• Project to change the constitution:
Despite all this disorder, Félix Tshisekedi and his supporters plan to change the Congolese constitution. The Congolese resistance and Justice Congo Group denounces this maneuver which, according to the various information in our possession, aims above all to allow Felix Tshisekedi to perpetuate his power. This is done by establishing, among other things, an indirect vote to elect the president of the republic.
In view of all the above,
1.The Congolese resistance fighters call on all member countries of the international community involved in the repeated aggressions to which the DRC is subjected, to put an end to them at the risk of mortgaging their relations with the Congolese people, who are increasingly aware of the process of occupation and balkanization underway in the DRC. It is high time for all parties to readjust their relations with the Democratic Republic of Congo, by distancing themselves from the regime of Felix Tshisekedi, the Congolese Pétain despised by the Congolese and from the regime of Paul Kagame, the African Hitler. Past or more recent history shows that relying on dictators, authoritarian regimes that base their control of the country on acts of intimidation or repression, on the establishment of terror and violence, is not a guarantee of stability. And many of these regimes ended up being overthrown, as we can still see today.
2. The Congolese resistance fighters call on all the Congolese people to make the total liberation of the DRC their only priority wherever they are. We invite them to get out of the distraction maintained by Felix Tshisekedi and his supporters, to save our country from the predators who try to expropriate us by all means. After having been the object of so many aggressions, and faced with a Congolese government that has become the first source of insecurity for all Congolese and for the territorial integrity of the DRC, each Congolese must now consider himself in a state of self-defense. It is up to all of us, more than ever, to do everything in our power to put a definitive end to this descent into hell.
3. Justice can only be truly done to the Congolese when Congolese who are sufficiently honest and concerned about their country have regained control of our, their institutions. Felix Tshisekedi must go, the sooner the better.
Felix Tshisekedi, in a shocking turn of events, has been accused of striking a conspiracy deal with Rwanda and Uganda, betraying the Democratic Republic of Congo and aiding in its subjugation. This egregious act of collaborationism goes against the very core of our values and threatens the sovereignty of our nation. It is imperative that swift and decisive action be taken to hold Tshisekedi accountable for his actions and prevent similar betrayals in the future.
